He is the son of George Debord and Abigail Cleveland.

He was married on November 17, 1836 in Shelby County, Indiana to Rebecca Smith.

He was a union soldier during the Civil War. He served as a private in Company K, 9th Indiana Cavalry. He was mustered into service on January 9, 1864 and was discharged on December 19, 1864 according the 121st Indiana Regiment / 9th Indiana Cavalry Soldier Roster - Report of the Adjutant General of the State of Indiana, Volume 7, by W.H.H. Terrell, Adjutant General, Indiana, 1867.
