According to stories Rose Belle told, she was born in a wagon on a buffalo hunt near Foraker, Oklahoma on May 16, 1893. She was raised on the Osage Indian Reservation in Pawhuska, Oklahoma, the daughter of Edward Penn and Eliza Houston Penn. Her father died when she was about 3 years old, and a few years later her mother married Wesley Malicar Dial. He raised the three Penn children, Dora, Rose and Gus; and they had three children of their own, Cora, Eva and Charlie Dial.
Rose Belle Penn married Raymond Earl Seely on December 31, 1916 in Pawhuska, Oklahoma. They had four children: Melvin Raymond, Edward Penn, Victor Jack, and Doris Eileen. They lived in Pawhuska, Oklahoma; Spirit Lake, Idaho; Spokane, Washington; and finally retired in Phoenix, Arizona.
